Achievements of Bureau of Public Procurement

The Oyo State Bureau of Public Procurement has undertaken several activities and reforms with the goal of transforming public procurement in the state, improving efficiency and accelerating delivery, including:

  • Cost savings and value for money
    • Our drive to achieve value for money in public procurement has generated total cost savings of circa N8 billion across all the MDAs in Oyo State.
    • Reducing delays by ensuring that time-bound projects (with dependencies such as seasonal changes) involve the Bureau from the planning stage and such MDAs receive necessary guidance to ensure seamless execution within the time constraint.
    • Institution of Procurement Plans which align with the budget in order to ensure proper communication among key stakeholders, economic justification and social benefit of procurement requests.
    • Ensuring that proper tracking of budgetary allocations and spending to ascertain that procurement requests are supported by the available balances.
  • Increased transparency
    • Increased transparency of contracting opportunities by ensuring necessary information regarding evaluation and selection criteria are well advertised by respective procuring entities.
    • Visibility for SMEs to the supply chain and sub-contracting opportunities (where acceptable) through improved contract advertisement on Newspapers and other notices.
  • Optimizing the procurement process
    • Improving the efficiency of the procurement process through training and development of institutional capacity and selection of procurement champions in each MDA.
    • Turn-around time of 24-48 hours for procurement requests from MDAs has now been internally adopted at the Bureau for requisitions with clear economic justification and requisite approvals.
    • The training of selected staff of each MDA as procurement champions helps in ensuring seamless reviews where necessary.
    • Revision of thresholds for award of contract in order to facilitate efficiency, optimize the capacity of awarding authorities and the use public resources.

Achievements of Bureau of Public Procurement

  • Oyo BPP Portal which depicts our drive to improve transparency and ease of doing business by:
    • Implementation of online vendor registration and e-procurement in the state.
    • Improving Oyo State’s performance on the ease of doing business by the automation of the process of registration of contractors, ensuring that registration can be done at the Bureau’s one-stop-shop portal from anywhere and at any time.
    • E-procurement platform providing electronic processing of bids and award and management of all contracts awarded by the state.
  • Ease of doing business
    • Our staff are dedicated to providing information and other assistance necessary for external stakeholders to navigate the requirements of doing business with Oyo State.
    • Expansion of the registration categories of contractors and vendors to encourage SMEs to participate in public procurement and to engender transparency, competition and fairness.
    • Review of registration fees to provide support to businesses with a cheaper and simpler route to public sector contracts, increasing public participation in public procurement processes as well as boosting the revenue generated through vendor registration.
    • Improving Oyo State’s performance on the ease of doing business by the automation of the process of registration of contractors, ensuring that registration can be done at the Bureau’s one-stop-shop portal from anywhere and at any time.
