The Purpose of these Guidelines is to address the challenges that small and Medium Enterprises (SME) Face in participating in, and winning Contracts awarded by the Oyo State Government by Providing Solutions to existing challenges and Guidelines on how such barriers can be overcome by SMEs such that they are not only able to participate in such contracts but also able to submit responsive bids that will lead to award of contracts in the state
